Q: Could you tell me if grocery shopping and delivery would fall under chore or homemaker for III-B services?

A: According to the Older American’s Act Service Definitions, Grocery Shopping is listed as an allowable service under Homemaker.  

As you know, the Older American’s Act funds are limited.  We are reminding everyone of the targeting policies this year as follows:

Older American’s Act funds are to be targeted based on the language in section III of the RFP:

III. Target Populations

The federal Older Americans Act, Sec. 306 (a)(4)(A) requires Title III services to be targeted to older individuals further defined as an individual who is 60 years of age or older, and requires an assurance that providers will identify individuals eligible for assistance under this Act, with special emphasis on:   

§     older individuals residing in rural areas;

§  older individuals with greatest economic need (with particular attention to low-income minority individuals and older individuals residing in rural areas);

§  older individuals with greatest social need (with particular attention to low-income minority individuals and older individuals residing in rural areas);

§  older individuals with severe disabilities;

§  older individuals with limited English proficiency;

§  older individuals with Alzheimer’s disease and related disorders with neurological and organic brain dysfunction (and the caretakers of such individuals); and

§  older individuals at risk for institutional placement (“at risk for institutional placement” means having a limitation in two or more Activities of Daily Living). 

Section IV outlines the requirements for Cost Sharing and accepting Voluntary Contributions. It also states that the “grantee/contractor may not deny service to any individual unable or unwilling to make a contribution or cost share payment for service”.

The key here is that, if you were to receive funds to support your grocery shopping program, the service would need to be targeted to those most in need in the Duluth area.  And, if someone were unable or unwilling to pay the grocery shopping fees, you would be required to serve them anyway.
